I have a Canon ip 4000 photo printer and it has been printing with lines through it and the colors are all faded and the wrong color. I have done every cleaning function on it more than once. I have all new ink cartridges. I have no idea what's wrong with it.

You might try recalibrating the printer and cleaning the printer heads. Look in your Canon user's guide for details on how.
