I have a Dell 1700 (personal laser printer) and it didn't start streaking until maybe a few dozen pages after replacing the near-empty cartridge with a generic toner cartridge. At this point, I even replaced the imaging drum and printed out the same exact page and has near-identical streaks. I have also tried cleaning the toner roller manually several times but nothing changes.

If you have put in the old cartridge and it worked great, it is a problem with the generic cartridge. Bring the cartridge back to where you bought it with an example of what is printing out. They should replace it for you.
