I have an Epson Stylus CX3200. It has new ink. Every time i try to copy or print something it acts like it is working but nothing is coming out on the paper. We cleaned the heads like 10 times. Could the ink be clogged? If so how do I unclog it?

Try wiping the print head of the cartridge with a warm wet cotton cloth unil it starts leaving a black spot when you press cloth to bottom of it. That should clean the clog
