I have filled my HP 22 with inks c- m- y and used the cleaning function on my printer, but the silver strip is still dry.
Try putting some boiling water on a folded paper towel and allowing the printhead (business end) to rest on the wet spot for a little bit. This will help prime the cartridge. Chances are, your color was empty longer than your black and needs a little extra TLC. Lay down some plastic wrap under the paper towel, the paper towel will draw out some of the ink while priming.
