I just bought a new ink cartridge for my printer and its not printing like it's new at all.

It's possible the print head is damaged or some print nozzles are clogged with dried excess ink. Before you assume the printer is damaged, try doing several cleaning cycles on your printer, and then print another test page. You might also do a nozzle check to see if any are clogged. Knowing what type of printer you have and if the cartridge is OEM or after market/refill would help to give a more accurate answer because some printers allow you to access the print head so you can clean it.
