Cell Phone Batteries will go thru a limited amount of cycles before they start holding lesser charge.
A cycle = 1 Discharge + 1 Recharge.
Lithium ion cell phone batteries are not affected by the memory effect (I believe this is what you have) but this is the case with Nickel cadium cell phone (ni-cad) batteries.
Lithium cell phone battery can be charge anytime (half full or empty) without fear of loosing some of the charge that the phone battery can hold.
Charging a mobile batteries when they are half full will go thru the cycles twice as fast compare to waiting for the mobile batteries to be empty.
Lastly do not store a phone batteries empty for a long time this will surely damage the phone batteries.
