My HP cartridge was working before, but the ink was dried. I soaked the nozzles on top of a wet paper towel to make ink flow again, but when I put it back in the printer it didn't work anymore. I tried cleaning the copper backing of it, but it still doesn't work. Is it possible to solve this without buying a new cartridge? They are quite costly. You have shocked the cartridge. A printer cartridge is an electronic device, when you place it in water or touch it with your hands you always run the risk of either a static charge shorting the cartridge or water damaging the electronic components. You have no choice but to replace the cartridge. In the future when you have a dry cartridge run the manufacturer cleaning program instead of placing them in water.
